Interim Rule on Passport Applications
An interim final rule (69 FR 15669) published in the Federal Register by the Department of State (DOS) on March 26, 2004 clarifies that a passport which is revoked, or reported lost or stolen, is considered invalid. The rule states that passport applicants who are not eligible to apply by mail, as well as individuals under the age of 14, unless their appearance has been specifically waived, are required to personally appear when applying.
Lastly, the rule requires that applicants for U.S. passports provide photographs in accordance with the instructions printed on the passport application. This interim rule became effective as of the date of publication in the Federal Register.
